Rebuilding thru Art Project, Inc. (RAP), ignites neighborhood civic engagement and hands-on action through art.  For almost a decade, RAP’s successful track record has demonstrated that community-based public art transforms individuals and places, brings people together as a community, illuminates neighborhood issues, and nurtures self-help projects to hasten change.  Vibrant installations effect immediate positive and visible change, and validate and demonstrate previously untapped skills and talents of citizens.


RAP is a West Baltimore initiative using community-based public art as a catalyst for neighborhood residents to take control of their own community revitalization efforts.


The key civic engagement positions of RAP are:

(1) Residents of all ages are the driving force for ideas; 

(2) RAP workshops and public art nurture new ways of communicating the unheard stories, ideas and solutions of participants;

(3) Working together, participants create significant works of art that effect immediate positive and visible change;


(4) Participants become stakeholders in the future of their communities.

RAP was founded by Open Society Institute Community Fellow and artist Jay Wolf Schlossberg-Cohen, Ren Poulsen of Neighborhood Design Center , and John Hailey, president of Midtown Edmondson Avenue Improvement Association, Inc.
